TC pressure not match boost target tables

HI guys,
What could be the reason that TC pressure does not match boost target tables?
Boost target normal - set to 24.5psi between 3000 and 6900rpm
Boost by gear tables - disabled on 4-5-6gear (47.8psi)
Final boost target - last column set to 26psi with column values 25.9psi
EWG target match EWG position.

From my understanding on gears 4-5-6 we should run with 24.5psi (this is set on boost target normal and no other limits on gears), but during multiple highway runs gear 3 TC target is 21.5, gear 6 is 23.5. TC target is increasing with each higher gear but never reach 24.5psi.

The ECU determines maximum pressure in many ways. You're welcome to use Final Boost Target to manipulate the incoming target vs the outgoing final target.
