I got a Ktuner V2 4 Years ago and apparently I haven't plugged in to a PC for almost 1 year now and now I tried to upload new tune on my Ktuner it is stuttering while it is connected via USB B. Apparently the chord is not the OE chord that came with it.

any possibility that the stuttering is caused by the chord that is not OE from Ktuner?

Absolutely. Some cables are made with smaller wire that can't support as much current through it.
