How to enable bluetooth??

I want to use Tuner view, but I have not seen any videos on enabling or connecting Bluetooth, only for v1.2

It's enabled every time it's connected to a vehicle.

You know, I never searched for BT on my phone while in the car with Ktuner lol it was right there.
Can't believe I wasn't doing that this whole time.
However when first trying to enable BT from the computer (v1.2 method) I updated the firmware for the first time.
