Early spool

Hello, i have a question about early spool.
It starts the spooling process sooner than factory, ok, but is it based on rpm? For istance if I am at 4000 rpm the behaviour of the car is the same with early spool on and off?
To be more clear: I'm cruising at 4000 (or any high rpm) and I go WOT. The turbo start the spooling sooner if early spool is on or it would only be effective at 2000 rpm ?
