Setting up boost controller

So I'm trying to set up my boost controller running 3 port electronic boost controller, verified boost controller is working by letting purge control active the boost controller, once verified boost controller is operational, i enable pwm1, and set low/high switch to alwise on, then set my boost target 20psi, duty cycle is set 20% on all the parameters no change in boost pressure, I am running turbo smart 38mm external wastegate, don't know what's going on

You can see commanded PWM Duty and Boost Target in logging to verify your settings. If your settings are doing what you expect then look elsewhere. If not then correct them.
