I have had the car running now for 2 weeks. Never really got into it. Today I tried to get on it and noticed it wouldn’t rev past 5300 rpm. Sound almost like it’s going into 2 step. (Another function I have yet to try) every gear just hits rev limiter. Checked all my settings and everything looks normal

If your low rev limit is 5300 then you likely have no VSS signal or didn't check the correct box for 02-04 VSS sensor. If not then you have a mechanical issue or simply need proper tuning.
