What order to connect laptop

I am having a hard time getting my laptop to connect to in ECU ktuner, CONSISTENTLY. What order should I do the following steps?
- turn key ignition on
- open ktuner software
- plug in USB
It is not consistent. I notice that the led status on the ktuner board is not the same every time I plug in ECU to laptop.
