1996 civic cam angles

So im having issues getting my cam angles to save.
Ive entered all my high and low cam values but on the datalog it shows my actual and command cam angles show zero.
Im not sure what im doing wrong here

Have you flashed the ECU with your final tune? If you have no mechanical issues and VTC is enabled it will follow your commanded angles.

Yes i changed all my cam angles. Then saved my tune and uploaded it.
I have no mechanical issues that im aware of. how do you enable vtc? Shouldn't it always been enabled on a tune built from a base map for a vehicle that comes with VTC?

Unless you disabled it, correct.
