diagnose VSA fault

Hi, I purchased a 2018 civic SI salvaged 700 miles, It has VSA lite on ( I think from low brake pedal line that was replaced, needs more brake bleeding) and code P2565 Turbo cntrl sensor A circuit high, likely because the turbo is turned off from the VSA limiting the power with low poping noise thru exhaust from waste gate constantly opened. Can the kturner v2 diagnose the VSA faul error and then reflash the ECU to get my turbo back on?
